It's an abandoned hotel in Kemeri - a city in Latvia. Quite huge complex of buildings.
Actually this place me reminded of Chernobyl and Ghost Town too. I didn't feel fine there at all.
Kemeri is quite low populated.
And after the fall of USSR lots of places were abandoned.
Never heard of it, but i always heard Latvia is a nice country even though it suffered a lot from the fall of USSR, which gives even more sentimental value to the photo.

What city is it by the way? It reminds of the Chernobyl accident and the "Ghost Town", but it's not exactly a war zone though.
